The European Commission has extended the anti-dumping duty on imports of certain hot rolled stainless steel sheets and coils originating in Indonesia to such products consigned from Turkey, whether it’s declared as having originated in Turkey or not, the commission said April 18.
According to the official EC document seen by S&P Global Commodity Insights, the Commission concluded after an investigation that the anti-dumping duty imposed on imports of hot rolled stainless sheets originating in Indonesia was circumvented by imports of the product under investigation consigned from Turkey by steelmaker Colakoglu.
“The investigation showed that hot rolled stainless sheets exported from Indonesia to the Union and consigned from Turkey, whether originating in Turkey or not, have the same basic physical and chemical characteristics and have the same uses, and are therefore considered as like products within the meaning of Article 1(4) of the basic Regulation,” the EC said.
The evidence available to the Commission also showed that the hot-rolled stainless sheets exported to the Union from Turkey were produced mainly from stainless steel slabs imported from Indonesia, it said.
“Therefore, the anti-dumping measures in force on imports of hot-rolled stainless steel sheets originating in Indonesia should be extended to imports of the product under investigation,” the EC concluded.
The anti-dumping duty on imports of the product in question stands at 17.3% applicable to the net, free-at-Union-frontier price, before customs duty.
The investigation request was lodged by the European Steel Association, or EUROFER, in June 2022.
